You would do well to stay away from any type of federal debt or bankruptcy because local government could become involved in some type of illegal activity.
While it may be very helpful to learn about all three branches of government, it would be better if you retained this knowledge in a package that was known as a house rule. That way, you would only be familiar with one branch of government. You would still have your basic understanding of how to write worksheets that deal with federal, state and local government.
