These are people that make up the upper chamber of government, which makes up the government.
A large number of people are allowed to be elected to represent this group, but every one of these representatives will have to work together to make decisions. The concept of checks and balances are in place here. To some extent the will of the people will be at work, but it is nothing more than a rule of thumb that each person must follow. In a democratic republic, the government is run through a president and a congress. The president can only serve for about two years at a time, after which a new president will take over. In a republic however, the president and congress will have many people that are involved in politics. Their number will never be fewer than one hundred members of congress and if you were to add them up you would find that they are very few. As such, this means that if you want to give decisions to these representatives you must follow the democratic procedure of voting for congressmen and senators.
Another important factor to take into consideration is that most democratic republics have a written constitution that is adopted. They are governed by this constitution and so their laws must also follow the constitution. Sometimes a constitution will come into play but more often than not you will find that a constitutional decision will be made through a vote. This process is what many refer to as referendums. The reason why people tend to think that democratic republics are better and people often overlook democratic republics is because of the first fact above. However, this does not mean that the government is run by a small group of people. Actually the government of a democratic republic is so large that even if it were run by only two congressmen there would still be hundreds of congressmen. In most cases though the president can continue to serve for a maximum of two terms.
